Kurumsal Arşiv Kavramı ve Openaıreplus Projesi

Abstract

Bilimsel bilgiye erişimin maliyetindeki artış, maddi sınırlamaları gündeme getirmiş, araştırma çıktılarının ilgili bilim insanlarına ulaşmasında sorunlar yaşanmaya başlanmıştır. Bu durum, bilimsel araştırmaları destekleyen/fon sağlayan ve araştırma yürüten kurum/kuruluşları harekete geçirmiştir. Günümüzde, kamu kaynaklarıyla desteklenen araştırmalardan üretilen bilimsel yayınların ücretsiz olarak herkesin erişimine açılması, açık erişim olarak yayımlanması, yoğun bir biçimde tartışılmaktadır. Avrupa Birliği (AB) de 7. Çerçeve Programı kapsamında, kamu kaynakları ile yaratılan projelerden elde edilen çıktıların kamu yararına geri sunulmasını hedeflenmektedir. Türkiye’de de araştırma kurumları bazında aktif ortaklıklar kurulmaya başlanmıştır. Bu bağlamda, bildiride AB Projeleri’nin çıktılarına ait makale, rapor ve veri setlerinin kamu ile açık erişim yoluyla paylaşılacağı bir platform olarak kurulan ve desteklenen, Türkiye’deki yürütücülüğü İzmir Yüksek Teknoloji Enstitüsü Kütüphanesi tarafından sürdürülen OpenAIREplus Projesi’nin yansımaları konusunda bilgi sunulmaya çalışılacaktır.

The increase in the cost of accessing to the scientific information has brought up the financial limitations, and some problems occurred about relevant scientists achieve the research outputs. This issue put in action the institutions/corporates that support/fund the scientific research and carry out research. Nowadays, providing the access to the scientific publications which were produced of researches that were supported by public funding free of charge, and publish them open access is being discussed immensely. European Union (EU) also intends to represent the research outputs which were created by public funding to the common good within the context of the 7th Framework Program. The active partnerships have been started to build up among the research institutions in Turkey, too. In this context, some information will be tried to present about the reflections on the OpenAIREplus Project which is being run by the İzmir Institute of Technology Library, in Turkey that were built as a platform to share open access the reports and datasets which were created as of the EU Projects outputs with the public, in this paper.
