Urban Transformation Without Gentrification? Unveiling the Urbanscapes of Umurbey

Abstract

Bu tez, İzmir'in eski bir sanayi ve liman bölgesi olan, yerel ve merkezi belediyeler ile yatırımcılar için bir odak haline gelen Umurbey mahallesinin kentsel dönüşümünü incelemektedir. Çalışma, politik, ekonomik ve sosyal aktörlerin bu dönüşüm üzerindeki etkilerini ve mahallenin dönüşümünün özgün yanlarını ortaya çıkarmayı amaçlamaktadır. Tezin teorik çerçevesi, kentsel dönüşüm ve soylulaştırma kavramlarına dayanmaktadır. Umurbey kent peyzajını, farklı ölçeklerde toplanan veriler ve bakış açıları ile ele alarak, bu alan üzerine oluşturulan literatüre çok boyutlu katkı sağlamayı hedeflemektedir. Araştırma, Umurbey mahallesinde kentsel dönüşüm ile sosyo-mekânsal dinamikler arasındaki ilişkiyi üç katmanda analiz etmektedir: kent planlama, çok katlı lüks projeler ve sosyo-mekânsal anlatılar. Yaklaşık on yıllık tanıklığın arka plan olduğu çalışmada, karma metodolojik yaklaşım kullanılarak, saha gözlemleri, literatür taraması ve derinlemesine görüşme yöntemleri ile veri toplanmıştır. Verilerin analizi için kodlama yöntemi kullanılmıştır. Tezin ana argümanı, mahallenin aktörlerinin sosyo-mekânsal anlatılarıyla şekillenmiştir. Araştırmanın ilk iki katmanı çalışmanın bağlamının oluştururken, üçüncü katman Umurbey'in neden henüz soylulaşmadığını sorgulamaktadır. Tez, Umurbey'in mekânsal belirsizliğinin 'aradalık' ['limbo'] yaratarak, özgün bir dönüşüm ve soylulaştırma süreci oluşturduğunu savunmaktadır. Bu süreç, mahalle sakinlerinin güvensizliğinin artmasına ve yapısal çevrenin yıpranmasına neden olmuştur. Bunun yanında, mahalle içinde özgün iletişim biçimlerinin, ortak üretim alanlarının ve ortaklıkların ['commoning'] oluşması için uygun bir ortam oluşturmuştur. Bu koşullar, mahallenin soylulaşmasının önüne geçmiştir. Umurbey sürekli değişim hâlinde ve kentsel dönüşüm süreci aktiftir. Bu tez, mahallenin güncel sosyo-mekânsal dokusunu ortaya koymakta, İzmir, Türkiye ve dünyadaki eski sanayi ve liman bölgelerindeki kentsel dönüşümün politik, ekonomik ve sosyal dinamiklerle ilişkisini vurgulayarak bağlamsal bir yeniden okuma sunmaktadır.

This thesis examines the urban transformation of the Umurbey neighborhood in Izmir, a former industrial port district now a focal point for local and central municipalities as well as investors. The study aims to uncover the impacts of political, economic, and social actors on this transformation, highlighting the neighborhood's unique, place-specific characteristics. The theoretical framework utilizes concepts of urban transformation and gentrification to address gaps in the literature regarding integrating different scales' perspectives into discussions on the urbanscapes of Umurbey. This dissertation combines various scale approaches to analyze the relationship between urban transformation and socio-spatial dynamics in the Umurbey neighborhood. The research is structured into three layers: upscale projects, the neighborhood at street level, and socio-spatial narratives. With the researcher's ten years of observation as a backdrop, the study employs a hybrid methodological approach. It incorporates field observations, a literature review, and in-depth interviews, using coding as the primary method for analyzing the interview data. The main argument is developed at the street level, informed by the socio-spatial narratives of interviewees. The first and second layers establish the foundational context, while the third layer focuses on why Umurbey has remained ungentrified despite global trends. The thesis argues that Umurbey's state of limbo for nearly 20 years has fostered a unique transformation and gentrification process. Specific conditions have heightened expectations, demands, and mistrust among residents and property owners, resulting in a unique mode of communication, built environment deterioration, creative co-production, and alternative commoning, which has contributed to the neighborhood's ungentrified status. The neighborhood and its transformation are in constant flux. This thesis illustrates the current socio-spatial fabric of Umurbey and contributes to a contextual re-reading of urban transformation, emphasizing its relationship to political, economic and social issues in former industrial and port neighborhoods in Izmir, Türkiye and beyond
